A 63-year-old man from Bricket Wood has been fined £640 for flytipping.
Martin Ballard, who lives in Hunters Ride, pleaded guilty to failing to discharge duty of care in disposing of controlled waste.
Appearing at West Hertfordshire Magistrates court on Friday August 29 the judge fined Martin £334.
He was also ordered to pay £110 costs, £163 compensation to the council for the costs of removing the waste and a victim surcharge of £33.
The offence took place in December last year, when Martin was managing building works in London Colney.
He authorised an unknown man to remove building waste from the property without obtaining a waste transfer note or receipt for the waste.
The waste was later dumped in Hixberry Lane, St Albans.
Councillor Daniel Chichester-Miles, portfolio holder for the environment for St Albans District Council, said: "St Albans District benefits from beautiful countryside and open spaces and the council is determined to protect them from fly-tipping and other illegal activities.
"We treat this problem very seriously and will seek to prosecute anyone responsible for fly-tipping waste."
