Hundreds of people were caught watching television without a licence in St Albans last year, new statistics show.
According to TV Licensing, more than 200 residents across the district did not pay the £145.50 bill to watch their favourite programmes legally.
The figure compares to 130 offences in Borehamwood and 500 in Watford.
Victoria Sykes, from the London and the South East branch of TV Licensing, said: "The data released today shows evasion remains at historically low levels of approximately five per cent, with the overwhelming majority of people ensuring there are correctly licensed.
"In order to be fair to the law-abiding majority who do pay for their licence, we will continue to pursue the small minority of people do not pay."
Residents without a licence could face fines of up to £1,000.
