An appeal launched against the refusal of planning permission in Radlett has been dismissed.
Mark Hathaway launched the appeal against Hertsmere Borough Council after it refused building a new house in Cobden Hill, and converting the existing one into a garage.
The application was originally refused because the site is on green belt land and the effect the proposal would have on the character and appearance of the area.
