St Albans MP, Anne Main is one of 283 MPs who are backing the EU Referendum Bill.
The Bill would give the public a chance to vote on the UK's relationship with Europe for the first time in over 40 years.
At the second reading of the Bill, Anne said: "The vast majority of Labour and Liberal Democrats did not vote today.
"Both parties do not have the courage of their conviction to explain to the public why it is they oppose an EU referendum - it is spineless."
