Plans to build three homes in the place of a chalet bungalow in London Colney have been dismissed following an appeal.

The appeal was made by Mr Paul O’Dwyer against the decision of St Albans City Council, which they made on November 7 for the development in 2 White Horse Lane not to go ahead.

The main issue the planning inspectorate found was the effect of the scheme on the character and appearance of the street scene and the locality.

The second, was the effect of the scheme on the living conditions of the occupiers of 4 White Horse Lane, with particular regard to visual impact, daylight and sunlight.

Other reasons to dismiss the appeal included the character and appearance of the proposed site and the living conditions of the site. The planning inspectorate concluded both main issues represent compelling reasons for dismissing the appeal.
