ick Matthews of Ennerdale Close, St Albans. On May 23, 2015, kept a vehicle on Sutton Road having made a declaration under the Road Vehicles Regulations that the vehicle would not be used on a public road. Fine, costs: £1,050.84.

Aisha Naseer, 30, of Hatfield Road, St Albans. On March 22, 2015, kept a vehicle on Harlesden Road which was unlicensed. Fine, costs: £290.

Tuesday, July 21

Duncan David Andrew Cohen, 23, of Vale Close, Harpenden. On May 9, 2015, used or threatened unlawful violence towards other persons with conduct that would cause a person to fear for his personal safety. Fine, costs: £445.

Nina Gillian Oakes, 46, of Southdown Road, Harpenden. On March 29, 2015, used a vehicle on M1 Junction at a speed exceeding the legal limit of 70mph. Fine, costs: £178.

Ben David Williams, 39, of Hilldyke Road, Wheathampstead, St Albans. On March 6, 2015, used a vehicle with no test certificate. On same date, used a vehicle on which not every direction indicator was in good working order; used a vehicle where the grooves of the tread pattern of a tyre was not of a depth of at least 1.6mm. Fine, costs: £725. Three penalty points.

Thursday, July 23

Sidney Winson, 28, of Watling Street, Park Street, St Albans. On April 5, 2015, damaged a custody cell belonging to Hertfordshire Constabulary. Compensation, costs: £293.

Emma Victoria Daly, 42, of Colnbrook Close, London Colney, St Albans. Between October 22, 2012, and September 21, 2014, failed to notify a local authority to a change of circumstances that would affect her entitlement to Housing Benefit and Council Tax Benefit. Community order made. Carry out unpaid work for 80 hours within the next 12 months. Costs: £635.

Kayleigh Doreen Myring, 28, of Cedar Court, St Albans. Between April 8, 2013, and January 29, 2015, failed to notify a local authority to a change of circumstances that would affect her entitlement to Housing Benefit. Community order made.
