On-the-spot fines for fly-tipping and other littering have been recommended for use across St Albans.

The move is intended to reduce the levels of littering and graffiti throughout the streets as well as dealing with low-level fly-tipping.

Fixed penalty notices will be issued to litterers by trained officers from St Albans City and District Council if the scheme comes into force.

Cllr Anthony Rowlands, chair of the local services scrutiny committee, said: “We have looked at the issue of fixed penalty notices in depth and detail over the past six months.

“What has emerged is a strong and broad agreement that they should be introduced as a means of tackling the problem of fly-tipping and other low-level environmental crimes.

“This would be a big step for the council to take and there are clearly some financial implications.

“However, the committee clearly believe fixed penalty notices could act as a powerful deterrent and make people think twice about dropping litter or dumping rubbish.

“It is now up to the council’s cabinet to consider our recommendation and I hope they support them in an effort to improve the look of the district’s streets and neighbourhoods.”

Those who accept one of the penalty notices would avoid being prosecuted in court and possibly acquiring a criminal record – a typical fine for dropping litter is £75.
