Plans to build apartments, shops, restaurants and commercial space in the city centre have been announced.

Angle Property is currently drawing up proposals for the major development at the combined Hertfordshire House, former police station and NHS site opposite the Crown Court.

The site has been identified by St Albans District Council as suitable for new homes, employment and commercial space, due to its central location and good transport links.

It is hoped 114 residential units will be built, ranging from studio flats to three bedroom apartments. A new NHS community health centre would also be built.

The catalyst for the proposals now being presented is the acquisition in July 2015 of Hertfordshire House by Angle Property and the police station relocating from the site later in 2015.

The only occupied element of the site is the NHS health centre and the re-provision of an NHS facility of double the existing size is part of the proposed redevelopment.

No firm plans have been made yet as the temporary move of the NHS centre while the development is happening.

Angle Property Director, Tony Williamson, said: “We are very pleased to be able to announce that, alongside the other landowners of the ‘Civic Centre Opportunity Site South’, we are working towards bringing a proposal forward for this strategic central St Albans development opportunity.

“It is our aim for this development to significantly and positively contribute to St Albans.

“This is an exciting new opportunity that will enhance St Albans’ ‘Civic Quarter’ by replacing a cluster of unattractive, under-developed buildings with a new, contemporary mixed use development.

“We will continue to consult with local people and encourage residents to pass their comments and ideas to us and look forward to significantly investing in the future of St Albans.

“The property is still in three separate ownerships and so there is still work to be done to deliver the co-ordinated regeneration but positive discussions are ongoing between ourselves, the police and the NHS.

“I remain positive and confident the three owners can work together to deliver this important regeneration project.”

Angle Property, a development company based in London and the South East, has appointed architects MSMR who are currently drawing up early proposals for the new development.

The company is continuing to discuss early plans for the site with Hertfordshire Community NHS Trust and Hertfordshire Police, as well as undertaking pre-application discussions with the council.

Angle Property hopes to unveil draft proposals in May before submitting a planning application later this year.

Head of estates and facilities Ian Potter, from Hertfordshire Constabulary, said: “The former St Albans Police Station is a key constabulary asset and is a key part of the Civic Centre South Site.

“We are considering a number of options to ensure best value and civic legacy.

“In this regard we have been in discussions with the council, Angle Property and others.

“At this stage no decisions have been made.”
