A man has chained himself to a gate in a Watford estate.
The 30-year-old has chained himself to a gate by shops in the Meriden estate.
Police have closed the service road by the Co-Op as they deal with the incident.
Eyewitnesses say the man is claiming that he is owed money. A police negotiator and a council officer are speaking to the man.
The man was cut free at 11am.
