Mr Clay, who celebrated his 90th birthday last December, has decided to retire after 27 years of service.

He was council chairman from 1985 to 1988.

At a special ceremony last week Mr Clay was presented with a framed certificate to honour his outstanding years of commitment by council chairman Nigel Copping.
