A decision on a highly controversial rail freight terminal in Park Street is expected by the beginning of April.
St Albans City and District Council submitted its latest representations on the appeal by Helioslough Ltd in December.
The council are currently refusing to grant planning permission to build a strategic rail freight interchange on land surrounding the former Radlett aerodrome.
The Secretary of State has said that he will not be reopening the public inquiry.
A decision will be issues on or before April 5.
