There is nothing preventing you from accessing surrogacy services abroad providing that you adhere to the laws of the country that you wish to go to and you do not contravene UK legislation.  Commercial surrogacy is legal in many countries such as India and USA.  In some countries, it is strictly prohibited whilst in others there is no law in relation to surrogacy at all.   If you are thinking about surrogacy abroad the first thing you should do is speak to a surrogacy lawyer in the UK and the country that you are thinking about going to.  

A good surrogacy lawyer in the UK will have experience of representing couples with many different surrogacy destinations.   They will have relationships contacts with lawyers and also be able to assist you with immigration questions because one of your biggest considerations must be getting back to the UK with your child.  In some host countries the child will be given local nationality and therefore, you simply need to get a Visa to get to the UK once you have established a biological connection.  Other countries do not give nationality to a child born to a surrogate mother and therefore you will need to apply for British Citizenship for the child and then await a british passport.
