Phillip Douglas Hart, 38, of Goldsmith Way, St Albans. On June 16, 2016, wilfully obstructed a police constable in the execution of his duty. On same date, used a vehicle while disqualified from driving; used a vehicle without insurance. Disqualified from driving for three months. Fine, costs: £1,035.

Kuldip Chohan, 47, of Ellis Fields, St Albans. On March 31, 2016, used a vehicle at a speed exceeding the legal limit of 30mph. Fine, costs: £251. Three penalty points.
