Theobald Street in Borehamwood is on schedule to be reopened by Thursday.
The major route in the town has been closed since yesterday because of a burst water main.
The street resembled a splash park at dawn yesterday and the road soon became flooded.

Affinity Water has worked quickly to restore water and repair the main but it required digging a huge hole.
Therefore, extensive work is required to repair the work and fill in the road surface again.
The company has a permit until October 21 but believe it will be completed by Thursday.
An Affinity Water spokesman said: "Our teams on the ground have been working hard to clear the 150 square meters of damage to the road caused by a burst water main on Theobold Street, Borehamwood on Monday.
"The road is currently closed to ensure the safety of commuters and our teams but should be restored and re-opened by Thursday 17 October.
"We would like to thank the local community for their patience during this time."
Theobald Street remains closed between Shenley Road and Borehamwood Shopping Park.
There is access to Elstree & Borehamwood station car park from Shenley Road only, and access to the shopping park from the Stratfield Road side only.
All traffic is being diverted via Shenley Road and Brook Road so continue to expect some delays in the area.
