Six people were discovered inside a lorry by police on the M1 yesterday.
Officers pulled the vehicle over near junction 8 for Hemel Hempstead midway through Wednesday afternoon.
A traffic camera captured the lorry on the hard shoulder along with at least four police vehicles and several police officers.
Highways England says the motorway was partially closed which caused congestion of nearly eight miles and delays back towards the M25 and Watford.

A Hertfordshire Constabulary spokesperson said: "Police were called at around 3.45pm on Wednesday August 11 following an incident on the northbound carriageway of the M1, near junction 8.
"It was suspected that people were travelling inside a lorry trailer. Officers attended and discovered six people inside.
"Road closures have been put in place as a precaution, while the group are taken to a safer location for further enquiries to be carried out."
The road closures were completely lifted by 5.30pm.
