Reports in Italy have claimed Watford want to sign Juventus attacking midfielder Roberto Pereyra.
According to Sky Sport Italia, the Hornets have made an offer of €10.5m with bonuses.
But the Italian champions reportedly want €13.5m to help them pay for the signing of Roma midfielder Miralem Pjanic.
Pereyra is under contract with Juventus until 2020 but the club are prepared to sell him after an injury-hit season.
The Argentine international, who joined Juventus from Udinese, made 16 appearances last season.
The 25-year-old has been linked with a number of clubs this summer including West Ham United, Tottenham Hotspur and Zenit St Petersburg.
