Neil Peter Dines, 53, of Oldfield Road, London Colney. On January 8, 2013, drove in Cottonmill Lane, St Albans, after consuming so much alcohol that the proportion in breath was 86 microgrammes in 100 millilitres of breath. The legal limit is 35 microgrammes. Fine, costs: £415. Banned from driving for 20 months, to be reduced by 20 weeks if approved course undertaken.

Lucy Given, 24, of Howard Close, St Albans. On October 21, 2012, en route near Elstree and Borehamwood station, entered a train without having first bought a valid ticket. Fine, compensation, costs: £354.80.

The following were convicted of being the person in whose name a vehicle was registered when it did not meet insurance requirements (fine plus costs in brackets): John Charles Moore, 26, of Barley Mow Lane Caravan Site, St Albans (£325); Joseph Robb, 29, of Coursers Road, Colney Heath (£325).
