Police are appealing for information about a man they want to speak to in connection with a murder that occurred in St Albans more than 20 years ago.

On Monday April 26, 1993, 43-year-old Paul Milburn from Surrey was killed in Noke Lane at approximately 4.25pm.

He was shot in his car and died at the scene.

Detectives from the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit would like to speak with 59-year-old Justin Martin Clarke in connection with the incident.

Detective Inspector Justine Jenkins from the major crime unit said: “We have wanted to speak with Justin Clarke in connection with the murder of Paul Milburn for a number of years now and are re-appealing for information about him.

“Justin Clarke uses different aliases including Martin Maher and Justin Martin, among other variations and combinations of his name.

"He has links to Birkenhead, Oxfordshire and London, as well Ireland, Croatia and Qatar.

“We would like to speak with anyone who has any information about his current whereabouts. We’d also like to hear from anyone who believes they have come into contact with him.

“Anyone who sees Clarke should not approach him but should contact police immediately via 999.”

An appeal for information about Clarke was aired on Crimewatch on BBC One on Tuesday, May 26. As a result of this, several calls were received.

The information provided is currently being assessed by detectives.

Anyone with any information in relation to Justin Clarke’s current location or movements should contact the Major Crime Unit via 101.
